Add cilium to Kubernetes apps list

What does this MR do?

This MR adds a new cluster application to the applications component. Cilium application is different from the rest of the list since it doesn't have a dependency on Helm, has unique state transitions and can't be installed/uninstalled through the UI. Management procedures are performed by triggering CI pipelines for the management project: https://docs.gitlab.com/ee/user/clusters/management_project.html

Applications installed via the management project only have 3 states: installed, uninstalled and error. Each state can transition to another 2 states.
