Docs: test for outdated GitLab versions
What does this MR do?
This Vale test looks for references to GitLab versions so old they are no longer supported, and flags them at the warning level. (https://docs.gitlab.com/ee/policy/maintenance.html)
It's worth @gl-docsteam discussing what kind of historical data we want to keep, but at the same time, how truly valuable is it to know that a feature was first released in GitLab 4 or 5, now that we are at version 13?
(Spoiler - there is a mention of GitLab 2 somewhere in the docs.)
