Add new dashboard route

What does this MR do?

Issue: #214282 (closed), #220350 (closed)

This MR adds a new route to access the metrics dashboard:

• :namespace/:project/-/metrics

It can also take a dashboard path:

• :namespace/:project/-/metrics/:dashboard_path

It uses the default environment by... default, but you can also specify the environment as a query param

• :namespace/:project/-/metrics?environment=9
