Fix inconsistent icon colours in package title

What does this MR do?

Issue: #220442 (closed)

This is a simple fix to update the icon colours in the package title to be consistent and use the new GitLab UI classes. This was pointed out here: !33268 (comment 355070246).

Some of the classes inside package_tags.vue have been updated to their GitLab UI versions. This wasn't applied in package_title.vue as they were changed in !33701 (merged).
