Add Ci::Pipeline#latest_report_builds method

What does this MR do?

This MR just adds a method latest_report_builds to the pipeline, refactoring existing code a little. It will be later used to collect build artifacts in release evidence.

Extracted from !29255 (closed) which was too big for one piece, so I decided to split it into a few separate MRs.
