Add GitLab to-do for user when they are assigned to an alert

What does this MR do?

Important: This is pointing at alert-assignee-dropdown and may become messy if either branch changes. Please review only the new code in the update service. (34 lines of code total)

This MR adds a todo for a user when an alert is assigned.

Marked WIP because it is dependent on !33122 (merged)
