Bring SAST to Core - brakeman

What does this MR do?

This MR is in support of Bring SAST to Core - brakeman.

We simply remove the check of $GITLAB_FEATURES and all customers can use the brakeman analyzer by including the SAST CI template. Further documentation will take place in another MR.

• Label as security and @ mention @gitlab-com/gl-security/appsec
• The MR includes necessary changes to maintain consistency between UI, API, email, or other methods
• Security reports checked/validated by a reviewer from the AppSec team
