New method Gitlab::Config::Loader::Yaml#load_raw!

What does this MR do?

Create a new method Gitlab::Config::Loader::Yaml#load_raw! which returns the YAML without symbolizing keys.

This MR is in preparation for !34199 (merged), where the new Gitlab::Config::Loader::Yaml#load! method will be used.
