Change replication status button to indicator with tooltip
What does this MR do?
Make node replication toggle button a status indicator instead.
As a part of #35913 (closed), we're having people pause replication from a command on the secondary instead of a button on the primary (there are technical reasons this is required). As a part of that, we'd like people not to have a button anymore, but instead an indicator.
It also adds a popover with documentation on how to pause and resume replication.
