Fix templating vars set from URL

What does this MR do?

Templating variables in metrics dashboards are not merged with the variables passed from in the URL. This was accidentally removed when links feature was added here !32895 (diffs)

This MR adds the method that merges the variables coming in from URL with variables defined in yml file.
