Add Cluster::Applications::Cilium model

What does this MR do?

Adds a new model for the Cilium cluster application. This model will be used in #220419 (closed) to track Cilium's installation state through the cluster applications project.

This MR also corrects location of one of the related shared specs.

Migration were introduced in !34601 (merged)
