Add Cilium to the ParseClusterApplicaitonsArtifactService

What does this MR do?

With the addition of the model for the Cilium cluster application we want to track it's installation state through the cluster applications project. This MR adds Cilium to the list of parsed releases in the artifact parsing service of the cluster applications. I have also refactored service spec into a shared example so it could be re-used between clusters apps.
