Quarantine an order-dependent test in user_views_iteration_spec.rb

What does this MR do?

The test was introduced 6 hours ago by !34359 (diffs) and the failure looks order-dependent (it passes when run alone locally) so I think it's safe to quarantine it while we resolve the order-dependency issue.

Investigation continues in #222915 (closed).
