Convert the Image tag UI to a list view

What does this MR do?

This MR re-implement the container registry tags table in a list

note the skeleton loader is still the one designed for the table, I believe we should update that in a follow-up issue #224203 (closed)

note: I will update the docs screenshots later on in the milestone to avoid having to re-do them twice ( since we have more work on this list )
