Switch to default report name

What does this MR do?

Address second part of #213577 (closed)

In License-Scanning.gitlab-ci.yml remove line LM_REPORT_FILE: gl-license-scanning-report.json

Since we've changed default report name that is generated by License Compliance analizer to gl-license-scanning-report.json gitlab-org/security-products/license-management!167
