Added Fargate related jobs

What does this MR do?

This MR adds two jobs to the Deploy/ECS.gitlab-ci.yml template: review_fargate and production_fargate. These jobs are triggered when the AUTO_DEVOPS_PLATFORM_TARGET has FARGATE as a value (instead of ECS).

This MR also includes a bit of rspec refactoring.
