Refer to FOSS user callout enum from EE version

What does this MR do?

This MR adds a code comment to the EE version of UserCalloutEnums referring to its FOSS counterpart.

Reason: Be extra-obvious to folks adding new values to the EE module to not conflict with FOSS.

Caught during !35187 (diffs, comment 368748205)
