Remove group_milestone_descendants feature flag

What does this MR do?

It removes group_milestone_descendants feature flag - in the code it was off by default, but on gitlab.com it was enabled for a while using chatops (#214375 (comment 355465466)). In this MR we remove the flag and enable it for self-deployments too.
