Introduce new Audit Reports docs page

What does this MR do?

This MR introduces a new Audit Reports docs page. This will serve as the focal point for any docs related to https://about.gitlab.com/direction/manage/audit-reports/.

The first iteration of this will describe endpoints, tables, and methods folks generally use to create these audit reports now. Eventually, this category will mature into more elegant solutions.
