Add predefined network policies to the network policy list
What does this MR do?
As a part of #220253 (closed) we want to provide a set of predefined policies that users can quickly try. Such policies start in disabled state and don't have a timestamp on them, they mimic behavior of the user defined policies. Once predefined policy is deployed it's removed from the list since it will appear as a user defined policy. This MR adds 2 predefined policies and necessary changes to the component.
