What does this MR do?

Clarifies the changelog docs around feature flags.

• MRs behind a feature flag do NOT have a changelog
• MRs that default a feature flag to true DO have a changelog
• MRs that remove a feature flag do NOT have a changelog

• The MR includes necessary changes to maintain consistency between UI, API, email, or other methods
