Doc changes for updates to default project deletion behavior

What does this MR do?

This MR adds the documentation changes for the updates made to the default deletion of Projects.

Currently, all projects on Premium or Silver or higher tiers are deleted after a delayed period.

In #220382 (closed), we made this configurable at the Group Setting level. This MR documents the changes to this behavior.
