Add info on using reset_column_information to the Data Migration Guide

What does this MR do?

This MR adds information on the Data Migration section of the Migration Style Guide about using reset_column_information for local Models that update the database.

It also updates all examples of the Migration Style Guide to use ActiveRecord::Migration[6.0] instead of [4.2]

  • Add twdoing when starting work on the MR.
  • Add twfinished if Technical Writing team work on the MR is complete but it remains open.

3. Maintainer

1. Review by assigned maintainer, who can always request/require the above reviews. Maintainer's review can occur before or after a technical writer review.
2. Ensure a release milestone is set.
