Unrevert: Remove LOCK_VERSION monkeypatch

What does this MR do?

In #223041 (closed) errors were noticed on the original lock version removal MR stemming from a default scope being applied without us noticing.

Following suggestions from #223041 (comment 372764539) to fix this.
