Make DAG annotations stick
What does this MR do?
The DAG annotations don't stick to the viewport, so they disappear on tall graphs. This is a quick fix for 13.2 and I expect there will be a better one when we refine the view.
Note there is a followup issue to remind me to backport the utilities: #229511 (closed)
