Geo: Introduce feature flags for replicables

What does this MR do?

This MR introduces feature flags for replicables in Geo, so that we can release new replication for datat types behind a feature flag.

For already existing replications, the flags will be enabled by default.

(Most of the code is from Mike's idea in !36990 (closed))
