Remove :use_legacy_codeowner_validations feature flag

What does this MR do?

This flag was added to protect %13.2 users who encountered issues with the new Sectional Code Owners parsing to revert to previous behavior. The feature is merged, tested on production for multiple weeks, and is being shipped enabled, so time to remove this for 13.3
