Add missing version notes to resource events API pages

What does this MR do?

1. Add missing version notes to resource events API pages:

   • Resource state events API, added in !35210 (merged)
   • Resource milestone events API, added in !31720 (merged)
   • Resource weight events API, added in !32542 (merged)

2. Add links to https://docs.gitlab.com/ee/api/resource_state_events.html, per #225670 (closed)

• Technical writer review. If not requested for this MR, must be scheduled post-merge. To request for this MR, assign the writer listed for the applicable DevOps stage.
  • Ensure Technical Writing, documentation, and a docs:: scoped label are added.
  • Add docs-only when the only files changed are under doc/*.
  • Add twdoing when starting work on the MR.
  • Add twfinished if Technical Writing team work on the MR is complete but it remains open.

3. Maintainer

1. Review by assigned maintainer, who can always request/require the above reviews. Maintainer's review can occur before or after a technical writer review.
2. Ensure a release milestone is set.
3. If there has not been a technical writer review, create an issue for one using the Doc Review template.
