Remove feature flag managed_apps_local_tiller

What does this MR do?

Last part of the feature flag removal #209736 (closed), but a further cleanup will follow in #233081

Removes the feature flag so that only local Tiller is used, but leaves the support code necessary to uninstall the Helm application.
