Add additional pointers for large repos in CI
What does this MR do?
On #227374 (closed) we faced the issue of a large repository with parallel pipelines in the hundreds saturating our CPU. In collaboration with the client, we pin-pointed the two measures added here as having an enormous impact and solving the problem. Adding them to the documentation for the benefit of others.
