Disable Save button if no edits to GitLab integration form

What does this MR do?

The Save button was Enabled even when there were no changes to the forms on the page. This MR rewrites the entire form in Vue so that the Save button can react to user input. Continuation of this MR that created the Vue form and started moving a few components: !35453 (merged)
