Update delete account modal

What does this MR do?

Closes #229688 (closed). Migrates the delete account modal to GlModal.

Testing steps

• Create a new user with a simple password (you'll need this when deleting your account)
• Once logged in, go to Settings
• In settings, go to Account
• Click Delete account button
• Enter password and click Delete account button
