Fix Jira users mapping documentation
What does this MR do?
It updates the documentation and the help text on the Jira import form to correspond with the current state.
We planned to do the matching of Jira users in the first iteration, we however didn't deliver the mapping yes as there are performance concerns. Therefore the documentation is not correct.
