Make Redis latency buckets slower

What does this MR do?

This is a follow-up to !37098 (merged). Observation of gitlab.com production data tells us that in order to have useful Redis latency SLO's, we need even slower buckets.

This is part of gitlab-com/gl-infra/scalability#439 (closed) and it will hopefully unblock gitlab-com/runbooks!2542 (merged).
