Allow conditions to have a replacement URL in filtered search

What does this MR do?

Allows for conditions in the filtered search to specify a replacement URL. This is useful for #227414 (closed) where we want to handle old URLs with wip and new URLs with draft. URLs with wip should eventually be replaced by draft and this should hopefully ease that transition.
