Use permission definitions from ProjectPolicy shared context exclusively

What does this MR do?

This MR consolidates the usage of basic permission definitions in project policy specs (CORE + EE) into already defined and used project policy shared context.

Please see individual commit message (a = permission list in spec vs b = permission list in shared context) for the detailed differences.
