Fix non-breaking spaces in issue templates

What does this MR do?

I noticed that the non-breaking spaces in these issue templates break the headings, so this replaces them with normal spaces.

Example:

> # normal space
>
> # non-breaking space

Renders as:

normal space

# non-breaking space
