Remove cluster_applications_artifact feature flag
What does this MR do?
The cluster_applications_artifact feature flag was introduced in %13.1 as initial rollout step for supporting installation state for the applications installed through the management project: !29870 (merged). In %13.3 ~"devops::defend" introduced UI and metrics for the Cilium cluster application which can only be installed via the management project. We would like to remove this feature flag to start collecting metrics and provide users feedback about this feature. I have manually done QA steps for the features behind this feature flag. Feature flag removal will not affect existing applications, at this step only support for Cilium is enabled.
