Add model for CiliumNetworkPolicy

What does this MR do?

Add model for CiliumNetworkPolicy as a follow up of !38003 (merged)

For the scope of this MR CiliumNetworkPolicy will support only endpointSelector.

CiliumNetworkPolicy will have similar structure as NetworkPolicy while similarly inheriting the behaviour of NetworkPolicyCommon.

Kind, ApiVersion and ResourceVersion are required when updating resources through kube client.
