Add API endpoint to revoke PATs

What does this MR do?

• Adds the following endpoint to the REST API to revoke a Personal Access Token:

[DELETE] /personal_access_tokens/:id

• Refactors API class within a resources block now that there is more than one API action.
• Also adds accompanying documentation. (Review required)
