Adds an environment variable to disable unstructured logging

What does this MR do?

For #23070 (moved), adds an environment variable to disable unstructured logs which will help with log ingestion for cloud native deployments. As discussed in the issue, the unstructured logs are not providing any additional value over the structured log.
