Implement RSpec helper to load migration files

What does this MR do?

This MR introduces a new helper method require_migration! to require migration files for migration specs automatically without the need for the migration file name.

Loading the migration files can also be done without the need of a helper method by overriding the Kernel.load method but it is a bit magical I guess.
