Add "Add panel" item to dashboard actions menu
What does this MR do?
Behind metrics_dashboard_new_panel_page feature flag.
- Add "Add Panel" link to dashboards.
- Add a new link to allow users to navigate to the panel preview page. The link is supported by Vue Router, so switching between pages is immediate.
- The new link is added directly in the actions menu.
Notes:
- MR to lift Feature flag: !39124 (merged)
- gitlab-ui!1641 (merged) to allow us to have Vue Roueter links in this dropdown.
