Call CreateAlertIssueService from ProcessAlertWorker

What does this MR do?

AlertManagement::CreateAlertIssueService was introduced with the idea to replace IncidentManagement::CreateIssueService. Now's the time.

Calls AlertManagement::CreateAlertIssueService from ProcessAlertWorker and removes (now) unused CreateIssueService.
