Un-quarantine and skip instance audit logs e2e specs in live env

What does this MR do?

Un-quarantines the instance audit log specs but skips in live environments. It doesn't make sense to keep these tests skipped in MR and master pipelines.

Enabling these tests against live environments would require some more thought and work. Issue: https://gitlab.com/gitlab-org/quality/team-tasks/-/issues/614
