Add the latest version for Auto Deploy template

What does this MR do?

This MR copies the stable template of Jobs/Deploy.gitlab-ci.yml to the latest template Jobs/Deploy.latest.gitlab-ci.yml as the latest template. The relationship of the stable and latest templates are documented in the development guideline.

The latest template is mainly for development/internal purpose, hence we should not add a changelog.
