Clear Requirement Title field on drawer close

What does this MR do?

This MR clears Requirement Title input field on drawer field which also fixes a bug where saving requirement caused drawer to close but didn't clear the title field.

We don't need changelog for this MR as the original bug affects only drawer UI which was introduced in %13.3 via !37943 (merged).
