Refactor VSA metrics components

What does this MR do?

This MR makes a few small changes to the base component for VSA, moving the metrics to a separate component

• Refactors the recent_activity_card component to use the time_metrics_card render component
• Moves both metric components into a separate component metrics.vue
• Removes the filters_mixin which is no longer used
• Updates related specs
