Fix JS intialization on commit page

What does this MR do?

Related to #235790 (closed)

This reverts part of !38450 (merged) where we delayed the execution of some JS until the diffs are loaded.

These do not depend on the diffs being loaded so we just run this on DOMContentLoaded just like before.
