Draft: Spacing between flash alerts and buttons on MR needs increased

What does this MR do?

Added padding when alert is shown on MR page. Padding was added as part of !18940 (diffs) to consolidate and remove headers and such.

We should maintain that padding of current page when alert is not there, but have it when it alert is present.
